Mats Wieffer, 24, a defensive midfielder for Feyenoord, has seen a bid of £25 million approved by Brighton.
The Seagulls, who saw their £30 million offer for Leeds United forward Georginio Rutter rejected, have made an additional offer of £7 million with add-ons for Malick Yalcouye, an 18-year-old midfielder at Gothenburg.
Despite rumours from the Netherlands, Liverpool is not interested in Wieffer because they think they have enough cover.
Wieffer played for FC Twente and Excelsior before joining Feyenoord in 2022.
The Netherlands has given him nine caps, and he has one goal.
In 64 games for Leeds, Rutter has contributed 17 assists and eight goals.
In January 2023, the former France Under-21 international moved from Hoffenheim to Leeds.
