Nottingham Forest and Chelsea have been fined £125,000 and £40,000 respectively for the mass confrontation at their Premier League fixture on Sunday 6 October.

It was alleged that Nottingham Forest and Chelsea failed to ensure their players didn’t behave in an improper and/or provocative way around the 88th minute, and both clubs accepted this charge.

An independent Regulatory Commission imposed their respective fines following a hearing, and its written reasons for them can be seen below.

Background

1. These are the written justifications and rulings of an Independent Regulatory Commission that convened via video conference on October 17, 2024, to examine the combined allegations against Nottingham Forest FC and Chelsea FC.
2. Mr. Gareth Farrelly, Chairman and Member of the Independent Football Panel; Ms. Alison Royston, Member of the Independent Football Panel; and Mr. Matt Williams, Member of the Independent Football Panel, comprised the Regulatory Commission.
3. The Regulatory Commission’s secretary was Mr. Michael O’Connor, FA Judicial Assistant Manager.
Chelsea Football Club
4. The Football Association accused Chelsea FC of misconduct for violating FA Rule E20.1 in relation to the Premier League match between Chelsea FC and Nottingham Forest FC on October 6, 2024, in a letter dated October 7, 2024.
5. It was claimed that Chelsea FC neglected to make sure its players weren’t acting inappropriately or provocatively in the 88th minute of the match.

Nottingham Forest FC

6.  The Football Association accused Nottingham Forest FC of misconduct for violating FA Rule E20.1 in connection with the Premier League match between Chelsea FC and Nottingham Forest FC on October 6, 2024, in a letter dated October 7, 2024.
7. It was claimed that Nottingham Forest FC neglected to make sure its players weren’t acting inappropriately or provocatively in the 88th minute of the match.
8.  Because of the participation of technical area occupants and a prior, established violation of FA Rule E20 from the match versus Liverpool FC on March 2, 2024, the FA also classified this as a Non-Standard Case.
