Graham has long been linked with a transfer away from Punt Road, with the Eagles being considered his ideal destination for some time.
The 26-year-old joins the Perth club as an unrestricted free agent, so he won’t cost West Coast trade capital.
Under the AFL’s free agency rules, the Tigers got Pick 42 as compensation for Graham’s loss.
Graham has played 131 games since being selected with Pick 53 in the 2016 National Draft, winning two premierships (2017, 2020) and placing second in the club’s 2021 best and fairest vote.
Graham stated that he is “forever grateful” to the Punt Road Club.
“I’m just so grateful for the Richmond Football Club for giving me the opportunity eight years ago,” Graham told the press.
“I’ve met some incredible individuals on this road, and it’s difficult… but it’s something I felt I needed for myself. A new chapter, a new challenge.
“Jordy and I are quite enthusiastic about this, but it is also difficult to say goodbye to so many excellent friends.
“(They are) people that have helped me along the way to get where I am today as a player, but more importantly, to help shape me as the person I am today.”
After hiring former Richmond assistant Andrew McQualter as head coach, the Eagles are hoping to hire Graham’s colleague Liam Baker as well.
Premiership defender Tom Barrass is poised to leave for Hawthorn, while Jack Darling has already joined North Melbourne for Pick 67.
